Greg Baker, President

 Email Greg

  • Greg has been serving as the president since July 2019.
  • He previously served as the vice president and Belmont Regional Director.
  • Greg starting visiting the lake in 1989 to water ski.  "I owned a Mastercraft ski boat and made day trips to the lake to waterski and spend time with friends.  Ultimately, my wife, Lisa, and I purchased our home in 1993, remodeled it in 2008 and moved here full-time in 2017."
  • He enjoys not only water skiing but he is also an avid snow skier and loves to go heli-skiing annually. Greg also enjoys golfing and collecting California wines.  He has taken culinary classes at L’Academie de Cuisine and is passionate about cooking, barbequing, and anything in the kitchen that involves a gadget.
  • Greg runs a wealth management team and is the co-owner of two Massage Envy clinics.



Joe Bailey, Vice President

  • Joe has served as the vice president since July 2019.
  • Joe previously served as vice president for several terms beginning in 2000 before stepping away for a brief time.
  • Joe came to the lake to fish and camp with his father in the mid-1970’s and he and his wife, Gretchen, bought land in 1989, building a weekend home in 1991 as a get-away from the D.C. metro area before moving here full time in 1994 when he started a software company.
  • He enjoys gardening, cooking, fishing, and reading history.
  • Joe also served on the Lake Anna Special Area Plan Committee chaired by the late Jack Bertron who formed LACA and encouraged Joe to get involved with LACA as well.  He has also served on the board of the Kelly’s Landing Property Owners Association, is a member and on the board of the Belmont Ruritan Club and volunteers with the Belmont Foundation.


Sue Biondi, Secretary

  • Sue has served as the organization's secretary since July 2010.
  • She and her husband, Rich, purchased property in Runnymede subdivision in July 1982 and constructed their home in 1984.  Initially a weekend getaway from the hubbub of Fairfax County, the home was remodeled in 2006 and the couple moved here in February 2008 after retirement. 
  • Boating and jet skiing are her favorite summer activities along with playing the many golf courses in Central Virginia.  Sue also enjoys crocheting and meeting with her book club.
  • Sue is a retired perianesthesia registered nurse with the INOVA health system in Fairfax and for the past three and a half years has worked as a registered nurse at Dominion Energy’s North Anna Power Station.
  • Additionally, she volunteers with the Louisa County Resource Council.



WILLIE KELLY, Treasurer

  • Willie has served as the organization's treasurer since January 2024.
  • Willie and his wife, Robin, purchased their home at Lake Anna in October 2011 and moved here full-time in December 2017. 
  • Willie has served as the Runnymede POA Vice-President since August 2020. He loves to golf and is an active member of Cutalong Golf Club. Willie is currently the President of Belmont Ruritan Club.
  • Willie is a retired Army officer and Robin is a retired pre-school teacher.  They are blessed with four children and nine grandchildren.   


DEBBIE Wayne, Assistant Treasurer

  • Debbie has been visiting Lake Anna since 1992. Debbie and John purchased their first house on the lake in 1996 spending weekends and summer vacations. They decided to retire here on the lake and moved here full time in June 2020.
  • Debbie is retired after 19 years in Special Education from Montgomery Co Schools Maryland and a first career in accounting. Debbie enjoys many family and friend visits, a quilting hobby, yoga at Lake Anna Wellness Studio, volunteer opportunities though church at Mt. Pleasant United Methodist church and the community.


Rick Hoyle, Jackson/Cuckoo-Private Side Regional Director

  • Vacationing at Lake Anna with family since mid 1980’s, initially on the public side
  • In 1995, parents and brothers bought lakefront property on the private side and built a house for vacations and vacation rental.
  • Vacationed there since the house was built at least one week and sometimes two as well as helping with maintenance in the off season.
  • In 2009, purchased a 25% share of the lakefront property from a brother, becoming an owner.
  • LACA member continuously since 2012
  • Purchased another nearby lakefront property and home on the private side in July 2019 in the Oakleigh subdivision.
  • Retired in early 2020 from a career in software development, operations management, proposal writing and management, and business capture for computer systems consulting firms.
  • Moved full time to the lake in June 2020.
  • Enjoys skiing, swimming, kayaking, paddle boarding and just relaxing by and on the lake.
  • Taught four of my children how to ski on Lake Anna and now help my grandchildren ski and enjoy the lake.
  • Concerned with boating safety, shoreline erosion, water quality and keeping the lake a place for all to enjoy. 


Jean McCormick, Jackson/Cuckoo-Public Side Regional Director

  • Emergency Services and Safety Committee Co-Chair
  • Jean has served as the vice chairman of the Emergency Services committee since 2012.
  • An avid boater, Jean has owned property at the lake since in 1993, moving to the lake full time in 2003 after retiring from Fairfax County Public Schools.
  • Jean has also served as chair of the Lake Anna Advisory Committee’s Water Safety and Navigation subcommittee for eight years where she is responsible for monitoring the safety markers on the lake including all Hazard buoys and the No Wake buoys at the bridges.  She is also a member of the U.S. Coast Guard Auxiliary, Flotilla 87, Lake Anna where she teaches Safe Boating Classes and runs Safety patrols on the lake.


Steve Grill, Mineral/Louisa Regional Director

  •  Steve discovered Lake Anna in 1980 on a camping trip and subsequently camped for several years at the old Lake Anna Family Campground before buying his first property in 1985 on Plentiful Creek. 
  • He enjoyed raising his two sons with lots of water skiing, tubing and Paintball on their 5 acre parcel and he eventually built a "weekend" house in 2001. 
  • In 2012, Steve and Robin purchased their current home in Freshwater Estates on Contrary Creek and in 2018 they retired and moved there full-time. Their large "no-wake" zone allows for great paddleboarding, kayaking and relaxation. 
  • Steve also enjoys being a grandparent and staying active with Pickleball, cycling and waterskiing. 
  • He spent 25 years with Hewlett Packard and retired from NetApp in 2018 after managing the design and delivery of many world-wide enterprise-class data storage solutions to the federal government. 
  • Having seen the lake develop since 1980, Steve has a great perspective and concerns on the issues of water quality, boating safety and shoreline erosion as the lake grows in popularity.  Steve has served on two different Lake Anna HOA boards and was involved in some of the early Hydrilla treatment efforts.  He also helped build three houses and repaired many others with the Louisa Habitat for Humanity.


Gary Cochard, Partlow Regional Director

  • Gary has previously served as LACA's Vice President and as a Regional Director. Following some time off, he has returned to the Board.
  • He and his wife, Charlotte, bought their lake home in 2008 as a second home.  They sold their northern Virginia home and moved to the lake full-time in 2013. Gary enjoys many lake activities and gets great joy doing sunset cruises with friends.
  • Gary also enjoys golf, hiking, pickleball, cooking and watching baseball and college football.
  • He is a retired military officer having served over 20 years with the US Army.  Following his military career Gary did some financial consulting, real estate consulting and he taught high school math for several years.  He is now fully retired though still enjoys teaching and mentoring young people.
  • Gary and his wife now have a second home in Atlanta, GA, near their son, daughter-in-law and two granddaughters.  


David Reichert, Brokenburg Regional Director

  • Dave and his wife Kelly bought a house on the cove fed by Hairfield Creek in 2018. They have 3 adult children who they entice to visit more often by being on the lake.
  • He grew up going to lakes in Connecticut with his family and was thrilled to be able to buy a house on Lake Anna where his family can enjoy lake life too.
  • Dave works from home in the final stage of a rewarding career with DuPont that included roles as a corrosion consultant, fuel cell engineer, ballistic protection expert, and business development leader.
  • He is interested in lake water quality, how to improve it and how to ensure new developments are designed to have a positive impact on the lake.
  • He enjoys sailing, boating, kayaking, and relaxing in the lake. Dave is an avid volleyball player and enjoys traveling with his wife and family.


Ken Quaglio, Belmont Regional Director

  • Ken is a partner with global management consulting firm, Kearney. His focus is on communication service providers. Prior to Kearney, Ken was CEO of a number of privately backed companies where he worked for the investors to turn around their performance. 
  • Ken was also a partner at the global consultancy, EY as well as an executive with EDS. Ken served 14 years as a helicopter pilot and comptroller on active duty and 15 years in the reserves with the Army where he retired as a Lieutenant Colonel.
  • Ken was appointed to the Spotsylvania County Broadband initiative under the Broadband, Telecommunications and Cable Commission. 
  • Ken and Valerie have owned on Lake Anna since 2000 in upper Pamunkey and are full time residents.
